While most communities continue to hit mandated conservation targets, a few have consistently missed theirs. State officials announced their first fines against cities that haven’t met their mandates. The City of Beverly Hills was one of the water districts that missed their mandates by wide margins and were fined $61,000 for the month of September, according to the State Water Resources Control Board, which regulates water usage in California.
